How does one answer the question; who goes to hell? And if God can harden people’s hearts and has the power to convict even the worst sinners then should people who refuse him all be blamed?

Who goes to hell? Everyone who chooses to be separated from God.
Sin separates us from God. Sin is living independently from God’s standards, knowing what is right but CHOOSING wrong. Romans 6:23 says “The wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord”.
God loves us (John 3:16) and wants all people to be saved(2 Peter 3:9. However, God is also just and righteous - He will not allow sin to go unpunished. That is why God sent Jesus to pay the price for our sins. Jesus Christ’s death was an infinite death, paying our infinite sin debt - so that we would not have to pay it in Hell for eternity (2 Corinthians 5:21).
All we have to do is put our faith in Him and we are forgiven and promised an eternal home in heaven. God loved us so much to provide for our salvation. If we reject His gift of eternal life through the Lord Jesus Christ, we will face the eternal consequences of that decision - an eternity in a fiery hell.
On hardening of the heart, there are many things that can contribute to one possessing a blind and hardened heart. One may harden his heart to the point that he will not allow God’s word to penetrate it. Another way is pride. Pride can keep one from submitting to the commands of God. A classic example of pride causing people to refuse and reject the truth is the Jewish people. The Jews were eagerly anticipating the coming of the Messiah, but foolish pride led them to resist Christ when He came. The problem was clearly identified by Christ when He was confronted by the religious leaders of His day.
“And the Pharisees and the scribes ask him, Why walk not thy disciples according to the tradition of the elders, but eat their bread with defiled hands? And he said unto them, Well did Isaiah prophesy of you hypocrites, as it is written, This people honoreth me with their lips, But their heart is far from me. But in vain do they worship me, Teaching as their doctrines the precepts of men. Ye leave the commandment of God, and hold fast the tradition of men. And he said unto them, Full well do ye reject the commandment of God, that ye may keep your tradition” (Mark 7:5-9).
A heart without strong convictions will become blinded to God’s truths. One’s allegiance will either be to God or to man – to things spiritual or to things material. Jesus said, “No man can serve two masters; for either he will hate the one, and love the other; or else he will hold to one, and despise the other. Ye cannot serve God and mammon” (Matthew 3:23). The Master also said, “He that is not with me is against me …” ( Matthew 12:30). There is no middle ground that is safe and secure.
Always remember God does not send people to hell, they choose to go see Romans 1:18,21,25. Even those who haven’t heard of Christ are accountable for God’s revelation in nature. Romans 1:20 says, “For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that men are without excuse.”
